Student Accident Insurance
Miami-Dade County Public Schools offers affordable accident insurance for Adult and Career Technical Education students (ages 16+). This plan helps cover unexpected medical costs if an accident happens during school activities.
Coverage includes:
- Doctor visits, hospital care, X-rays, ambulance service, and more
- Accidental death or dismemberment benefits
- Up to $25,000 in accident medical expenses
- Cost: $6 per student
This insurance is not major medical coverage and does not replace health insurance. It provides extra protection for accidents at school or school-sponsored activities.

Registration & Enrollment
Registration follows the guidelines as delineated in Florida State Board Rule 6A10.0381, Registration of Adult Students, and Focus® manual. Enrollment in adult education programs is limited to individuals who are beyond compulsory school age and have legally withdrawn from school or a high school student who is taking an adult course required for high school graduation as defined in Section 1004.02, Florida Statutes.
Community based organizations that serve students with disabilities are required to provide written documentation verifying the disabling condition. This documentation must be kept on file at the adult center for audit purposes. Services for traditional post-secondary adult students with disabilities are provided in the regular adult/career technical classroom. They are provided to students who self-declare and request accommodations.

The district will provide, on a case by-case basis, waivers, accommodations, and reasonable course substitutions in meeting the admission and graduation requirements for students with disabilities. The accommodations are provided via the Section 504 Accommodation Plan for Postsecondary Adult/Vocational Education Students.
Registration Procedures
Verified Florida Residents: During the registration process, it is the responsibility of school staff to visually inspect the documents produced to show proof of residency. Copies of these documents should not be retained. Upon verification that an applicant meets the requirements of Florida Residency for Tuition purposes, the appropriate code must be selected in the Focus® student information system.
Unverified Florida Residents: Applicants that claim to live in Florida but can only produce one form of documentation will be coded in the Focus® student information system in accordance with the instructions contained on form FM 7425. These applicants will pay out-of-state tuition fees.
Non-Florida Residents: There will be no residency ID codes entered into Focus® for Non-Florida residents. These applicants will pay out-of-state tuition fees.
Non-U.S. Residents: Applicants that are from a country other than the United States may present one form of documentation that shows that they temporarily live in Florida. These students would be coded in Focus® the same way as an unverified Florida resident and must pay out-of-state tuition. Applicants that cannot provide any form of documentation except a visa (and do not have an E# which has been entered by Attendance Services) will be enrolled in Focus® using the appropriate “U” or “S” code.
Verification of Florida Residency
Effective July 1, 2014 all students seeking to enroll in AGE courses will pay a tuition fee of $30.00 per term. Students must show proof that they currently reside in Florida and present a picture I.D. Students attempting to enroll in CTE courses where tuition fees are assessed must show proof of Florida residency. Students who can show proof of Florida residency will be eligible for the in-state tuition fees. Students who cannot show proof of residency will be charged out-of-state fees. Florida residency for tuition purposes is defined as documented proof that a student has lived or resided in the state of Florida for twelve (12) consecutive months. It in no way refers to other definitions of residency established by other entities, including the Immigration and Naturalization Service. Verification of Florida residency must be accomplished by the use of form FM-7425 (Rev. 5/19). This form contains the ID codes and descriptions necessary to qualify for in-state tuition.
Applicants attempting to establish Florida residency must present two of the required documents as outlined in the form’s guidelines. Applicants that meet the residency requirement must also complete and sign a Florida Residency Affidavit, FM-6909 (Rev. 5/20). Applicants that do not meet the residency requirements upon initial registration that request to be reclassified as residents in the future must present three of the required documents outlined in FM-7425. These applicants must also complete and sign a Request for Residency Reclassification Form, FM-6910 (Rev. 5/19).
The twelve (12) month Florida living must be verified by the documents listed to the right.
One (1) of the two (2) required documents must be from Group A.

EdFed's new scholarship is for students enrolled in an Adult Education, Technical, or Vocational career program with Miami-Dade County Public Schools (M-DCPS).

Youth Fair Scholarship
Multiple scholarships are awarded each year to students enrolling in a college, university or trade school.
Students With Disabilities
Section 504 of the Rehabilitation Act of 1973 states that, “No qualified handicapped person, shall on the basis of handicap, be excluded from participation in, be denied benefits of, or otherwise be subjected to discrimination under any program or activity which receives or benefits from federal assistance”. If it is determined that an individual is a qualified person with a disability, then the school will develop a 504 Accommodation Plan to ensure equal access to the instructional program.
The Student Services program offers services for students with special needs. Services for traditional post-secondary adult students with disabilities are provided in the regular adult/technical classroom. They are provided to students who self-identify, provide documentation, and request accommodations. The accommodations are provided via the Section 504 Accommodation Plan for Post-Secondary Adult Vocational Education Students. Students may request accommodation by speaking to an adult/vocational counselor.
Testing
Students entering the English for Speakers of Other Languages program are required to take the Comprehensive Adult Student Assessment Systems (CASAS) language placement test. Students entering the ABE or GED® programs are required to take the Test for Adult Basic Education (TABE) for placement. Similarly, students entering Career and Technical programs consisting of 450 clock hours or more in length are also required to take the TABE upon entry into their program of study.
With the exception:
- Show proof of a standard Florida high school diploma received from 2007
- Show proof of college degree (AAS or above)
The purpose of testing is to verify grade levels for individualized instruction and program completion. Additional assessments may also be administered to establish occupational program goals and objectives for students.
Tests of Adult Basic Education (TABE)
The TABE is used to establish a student’s placement level in Reading and Math. It is administered to all students entering adult basic education, GED and career technical programs.
Comprehensive Adult Student Assessment Systems (CASAS)
The CASAS test is administered to students entering English language classes. It consists of Reading and Listening components. After pre-testing, the lower of the two scores is used for placement in one of six ESOL (English for Speakers of Other Languages) levels ranging from Foundations to Advanced. After participating in ESOL classes for at least 70 hours and making adequate academic progress, students can take the post-test. The results of the post-test will determine whether they advance to the next level or continue for further instruction in the same level. Itemized test reports generated from the CASAS are also used by ESOL teachers to tailor instruction to students’ needs.
End of Course Exams (EOC)
High school students in the State of Florida are required to take End of Course (EOC) exams in certain subject areas for graduation purposes.
GED® Application Requirements:
- Be at least 18 years old at the time of application. Individuals aged sixteen (16) and seventeen (17) years of age must terminate school enrollment prior to taking the 2014 GED® Test.
- The parent or legal guardian of the individual aged sixteen (16) and seventeen (17) years of age must submit a signed and notarized Underage Testing Form (available at the testing location) and proof of withdrawal from school to the High School Equivalency Diploma Program office via email at GEDAgeWaiver@fldoe.org before the individual can schedule a sub-test of the 2014 GED® Test.
- Government-issued photo ID which is not expired is required. The ID must be an original document, with no tears, perforations, or alterations.
- Not be enrolled in an accredited high school unless in an approved dropout prevention program.
